Suou Tsukasa has an entirely different kind of reign than Tsukinaga Leo ever did, and even now any one of them can call for a clash between sides to settle their differences and often they do so...but the Knight who wears the crown sets the pace and makes the rules. Even if they argue and bicker and need to settle things with those fights of theirs on stage, if the King actually sets down a law they'll listen.
